This affordable housing program is for individuals and families with moderate incomes allowing below market rents for those who qualify. The program is not a subsidized housing program as each resident is responsible for their full amount of rent each month. Rental amounts are based on the pre-set income limits in the geographic area and not based on your individual household income. To be income eligible, your total household 'gross' income must be less than the pre-set income limit for the area.

The Bay Oaks rental units were carefully designed to complement the adjoining neighborhood of existing
single family homes. The two- and three-story townhouses accentuate East Palo Altos architectural heritage. Bay Oaks includes attractive landscaping and front porch-style private entries. Numerous windows and vaulted ceilings add a feeling of spaciousness to the residences. A 1,300 square-foot community center, called the Oakes-Mouton Community Center, features a large meeting room, a community kitchen, a childrens play area and a computer center.
