Provides a full range of affordable housing choices for county residents, with an emphasis on serving the low to moderate income and special needs population.
PROGRAMS AND SERVICES:
1) HOUSING CHOICE VOCHERS: Vouchers provided to eligible families to seek housing in private rental market (section 8, limited subsidies and long wait lists) and project based vouchers (located in Emmitsburg, MD).
2) BELL COURT SENIOR HOUSING: Small apartment complex with community center for income eligible seniors
3) RENTAL ALLOWANCE PROGRAM: Works with the Department of Social Services to provide short term rental assistance to persons who are homeless or about to be homeless.

4) EMERGENCY REHABILITATION REVOLVING LOAN FUND: Provide limited funds for emergency repair as well as rehab loans to low to moderate income homeowners needing assistance with code violations and/or housing emergencies.
5) STATE REHABILITATION LOAN PROGRAMS: A housing rehab program for moderate- income homeowners needing major renovations to their properties
6) HOMEBUYER ASSISTANCE PROGRAM: Down payment and closing cost assistance program provides deferred loans up to $5,000 to first time homebuyers. To be used as a match or in conjunction with mortgage assistance programs, such as FHA, USDA, CDA, and Moderately Priced Dwelling Unit Program.
7) ROOF RAISING PROJECT: Provides a replacement home for income eligible households where the existing home is significantly substandard. The new structure is built over a weekend generally in December with volunteer labor.
8) LIVABILITY CODE for RENTERS: code protects safety and welfare of renters through inspections of rental properties and citation of owners when appropriate.
